Our Mission
The mission of the Procurement Division is to manage an autonomous process that is fair, impartial, administratively efficient, accessible to all qualified vendors, and the best value for the County to the maximum feasible degree of competition.
The Procurement Division conducts or provides oversight for all County purchases. However, most procurement activity is initiated and requested by County Departments. If you wish to do business with St. Mary’s County Government but do not know which Department to contact, reach out to the Procurement Office and we will direct you to the appropriate individual(s).

Purchasing Thresholds
Exempt Purchases – Less than $29,999.99:
Departments obtain and submit multiple quotes, when practicable.
Small Purchases – Between $30,000 and $49,999.99:
At the department’s request, Procurement issues a semi-formal quote request posted on the eProcurement Portal.
Formal Solicitations – Over $50,000:
At the department’s request, Procurement issues a formal solicitation using an Invitation for Bid or a Request for Proposal posted on the eProcurement Portal.
Bid Opening and Contract Award Info
Bid openings for bids received in response to an IFB are public. A Bid Abstract will be available immediately following a public bid opening.
Contract Awards resulting from Formal Solicitations are made after a complete review of responsiveness and responsibility, evaluation, and tabulation of the bids or proposals. Publicly available award information will be posted on the eProcurement Portal after the procurement process has been completed, following the issuance of a Purchase Order.
