The legislative and executive functions of St. Mary's County Government are administered by the Commissioners of St. Mary's County (CSMC). The CSMC consist of five members who are elected to four-year terms, including a president and four district commissioners. All five members are elected at large by voters across St. Mary's County, though district commissioners must reside in the district they represent.

CSMC business meetings are held in the CSMC Meeting Room on the 1st floor of the Chesapeake Building, located at 41770 Baldridge Street in Leonardtown*. Meetings are open to the public and can be viewed live on Channel 95 or at www.YouTube.com/@StMarysCoGov. James R. Guy

President

Mr. James "Randy" Guy is serving his third term as Commissioner President of the Commissioners of St. Mary's County. He was born in Leonardtown and graduated with a degree in transportation and traffic management from the Community College of the Air Force.Read more >>

Eric Colvin

First District

Eric Colvin is serving his second term as a Commissioner of St Mary's County, residing in District 1. He was born and raised in Leonardtown, attending Leonardtown Elementary, Middle, and High Schools. He graduated Summa Cum Laude with Bellavance Honors from Salisbury University with dual majors in Political Science and History and a minor in Marketing.Read more >>

Michael L. Hewitt

Second District

Michael L. Hewitt is serving his third term as a Commissioner of St Mary's County, residing in District 2. He was born in Maine and moved with his family to St Mary's County in 1963. He attended St Michael's Elementary School in Ridge, Esperanza Middle school and Great Mills High School. He then graduated from St Mary's College of Maryland.Read more >>

Mike Alderson, Jr.

Third District

Mike Alderson, Jr. is a first-term Commissioner residing in District 3. He was born at Patuxent River Naval Air Station Hospital and was raised in the southern end of the county, attending Ridge Elementary, Spring Ridge Middle School, and Great Mills High School. He graduated as the Honor Man for his platoon with the Marine Corps and served with the 2nd Light Armored Infantry Battalion during Operations Desert Shield/Desert Storm.Read more >>

Scott R. Ostrow

Fourth District

Scott Ostrow is a first-term Commissioner residing in District 4. He was born in New York City and raised in Orange County, California. He and his family moved to St. Mary's County in 2014 and now live in Lexington Park, where he is an active member of Cornerstone Presbyterian Church. He has a bachelor's degree in Business Administration with an emphasis on finance and a master's degree in Business Administration and Leadership.Read more >>

CSMC History

Why is St. Mary’s County known as Maryland’s Original Destination? Because nearly 400 years ago, this is where it all began. In 1634, English men and women traveled with Leonard Calvert to form a colony known as Maryland. They landed on St. Clement’s Island along the Potomac River where Father Andrew White, an English Jesuit, offered the first Catholic Mass in the English-speaking New World in thanks for their safe arrival. The leaders met with the tribal council of the Piscataway People, the regional indigenous nation, to negotiate settlement plans. The rest – is history… Uncover the stories of our past.

Today, the county has embraced these historical roots while becoming a high-tech hub. St. Mary’s is home to technological giants including Naval Air Systems Command, numerous defense contractors, and the Southern Maryland Autonomous Research & Technology facility. It is rich in resources, including higher education institutions, a thriving agriculture sector, over 500 miles of shoreline, and much more!
